Eligibility Criteria

The Humphrey Fellowship looks for people who are already leaders, not students starting out. You need to be a citizen of an eligible country (your local Fulbright Commission or Embassy can confirm whether yours takes part) and have limited prior experience in the United States. An undergraduate (first university or bachelor's) degree A minimum of five years of full-time professional experience by the application deadline A record of leadership and public service in your community

Scholarship Benefits

  • The fellowship is fully funded. You won't pay out of pocket for the core costs of the year.
  • Payment of tuition and fees at the host university
  • A monthly maintenance (living) allowance, plus a one-time settling-in allowance
  • Accident and sickness coverage through the Department of State's exchange program
  • Round-trip international air travel to and from the U.S., and domestic travel to required program events
  • A book allowance and a one-time computer subsidy
  • A professional development allowance for field trips, professional visits, and conferences
  • One thing to plan for: the program does not provide an extra allowance for dependents, so if you bring family you'll need to cover their costs yourself.
