Eligibility Criteria
Citizens of countries with bilateral education agreements with Azerbaijan Nationality and Bilateral Agreement You must be a citizen of a country with an active bilateral or multilateral education agreement with Azerbaijan. Partner countries include Hungary, Russia, and China among others. Check the current list with your national education ministry before proceeding. Home Country Nomination Selection is conducted by your home country's responsible authority. You cannot self-nominate or apply directly to Azerbaijan. The process, criteria, and internal deadlines are set by your national authority, not by Azerbaijan.
